The Communities of Concern Commission (Commission) was created for the exclusive purpose of promoting social welfare by building the capacity of nonprofit organizations that serve communities of color in urban and rural areas to conceive, design, develop and manage community-owned assets essential to reducing poverty. These assets include, but are not limited to affordable housing and community facilities.
The Commission furthers its purpose by providing direct financial and technical assistance to eligible nonprofit organizations for the development, repair, retention or acquisition of community-owned capital assets through a system of: (1) grants; (2) non-interest loans; or (3) low-interest loans.
